The European Union has released a draft of the secretive international trade pact, called the Anti-Counterfeiting Trade Agreement (ACTA). The release comes after months of rumors and demands about the details of the proposed agreement, which is still under negotiation. Internet rights groups are concerned by some issues — that copyright holders, primarily the film and recording industries, are pushing for Internet service providers to become liable for what their users do online, and that this could stifle free speech.
